Driving School and Driving Exam: Legal Framework

People who want to get a driver's license in Türkiye must receive training in a MEB approved driving school.

Training Periods (Class B)

  • Traffic lessons: 18 hours
  • First aid: 8 hours
  • Engine: 18 hours
  • Steering: 30 hours
  • Total: ~74 hours (average 6-8 hours). week)

Exam Types

  • Written exam (MEB)
  • Driving exam (applied)

Failed Exam

  • Written: re-exam fee
  • Driving: Re-registration requirement for the course if failed for the 3rd time

Course Contract

  • Contract must be in writing
  • Training hours, fees are clear
  • Right of withdrawal (TKHK article 50): 14 days before starting the course

Liability of the Course

  • Poor quality education → consumer arbitration panel
  • Fake training/exam (not signing the picture, etc.) → crime announcement
  • Vehicle damage during driving training → responsibility of the course

Accident While Driving

The course owner is responsible for the accident caused by the student in the presence of the instructor (TBK article 66). The instructor must be qualified.

13. HD accepts that the education provided by the course must be of "sufficient quality", that failure cannot be considered solely as a student's fault, and that if the course has violated the duty of care, a partial refund can be requested.
