For a child under 18, procedures such as issuing a passport and traveling abroad are subject to the approval of both parents.
Requirement for a Passport
- Application of the custodial parent
- Notarized consent of the other parent (even if divorced)
- Consent of both parents if there is joint custody
- Child's identity card, photo
If the Other Parent Does Not Consent
The custodial parent can apply to the family court and request a passport to be issued by the judge's decision. The judge evaluates the child's best interests.
Travel Abroad
Even if a passport has been issued, the other parent's approval (also notarized) may be required to go abroad. Police may stop the child on suspicion of kidnapping.
Prohibition on Traveling Abroad
The other parent may apply to the court and request a ban on traveling abroad to prevent the child from being taken abroad.

2. HD accepts that "the will of the other parent is also important" in the child's passport and international travel procedures, but that court action is open against parties who hinder the child's interests.
