Building Energy Performance Regulation: Energy Identity Certificate (BEKB) is mandatory for all buildings.
What is BEKB?
- Annual energy consumption class of the building (A-G)
- Insulation, heating, cooling, lighting are evaluated
- Valid for 10 years
- Compulsory for title deed transactions
Energy Classes
- A: Most efficient (least energy consumption)
- B, C, D: Medium
- E, F: Inefficient
- G: Most inefficient (highest consumption)
Mandatory Buildings
- All new buildings after 2011
- For existing buildings at the time of sale/lease
- For public buildings mandatory
- All buildings over 50 m²
Process
- Authorized energy performance expert/organization
- Building inspection (insulation, system)
- Calculation (BEP-TR software)
- Document editing
- Submission to the land registry
Low Class Buildings
- Addition improvement possible by insulation
- Renewable energy integration
- Smart building systems
- Public supports
Sanctions
- Selling/renting of buildings without documentation is prohibited (weak implementation of the rule)
- Land registration process is blocked (especially new construction)
Renewable Energy Integration
- Rooftop Solar Power Plant installation
- Heat pump
- Rainwater harvesting
- Recycled material
Practical Advice
- Ask for BEKB class when buying a house
- Prefer A-B class for investment (savings in the long run)
- Improve the existing building (additional value)
- Take advantage of government incentives
