The penalty for official documents (identity, title deed, court decision) is 2-5 years imprisonment; heavier.

11. In order for the forged document to have "deceptive ability", CD requires it to be capable of misleading an averagely careful person. Clearly fake (visibly erroneous) documents do not constitute a crime.
