Deed allocation certificate is a document that was given to those who built construction on Treasury lands in the past and allows them to gain ownership rights in the future. It does not grant ownership rights, but creates use and allowance.

Conversion to Land Registry

- Contract with the municipality or administration
- Payment of the price (sometimes below market value)

8. HD adopts that the title deed allocation document does not create a "presumption of ownership", but will protect the actual right of use, and an eviction lawsuit cannot be filed against the owner of the document.
