Law No. 6356 regulates the right to union membership, collective bargaining agreement (TİS) and strike/lockout.
Union Membership
- Constitutional right to be a member of employee/employer unions (Art. 51)
- Membership is processed through e-Government

Collective Bargaining Agreement Authorization
- The union must exceed the threshold for the branch of business (usually 1%)
- 50%+1 of the workers in the workplace must be members

TİS Negotiation Process
- An authorization certificate is obtained
- Employer call
- If no agreement is reached within 60 days, dispute report
- Official mediator (15 days)
- In case of non-agreement, strike/lockout decision
Right to Strike
- Guaranteed by Article 54 of the Constitution
- Condition for blocking CBA negotiations
- Strike vote is mandatory may be
- Strike ban in some branches of business (health, banking, military facilities, etc.)
Protection of Workers
The worker who is dismissed due to union membership may request job security compensation (Labor Code art. 18-21).
